Neither is a guided tour. You are booking a car, a driver and a set route.
Both Tours Side by Side
The table compares both Shiretoko tours on price, group size, route, cancellation and what you buy yourself, taken from each tour's own listing. Prices are per group as listed.

What Both Prices Cover
Each day is an 8-hour block at most, counted from pickup to drop-off, with driving, parking, sightseeing, meals and waiting all counted. Pickup is from Abashiri, Memanbetsu or Shari. Fuel, highway tolls and parking for the agreed route are paid. One baby seat comes free. The first 30 minutes of waiting at pickup are free.
Neither includes a licensed guide. The second tour's listing does not promise an English-speaking driver either, so plan to read the signs and trail rules yourself.

What to See in Shiretoko National Park?
Both tours cover Oshinkoshin Falls, Shiretoko Five Lakes, Cape Puyuni or the Shiretoko Nature Center, Utoro and, in green season, Shiretoko Pass and Rausu.
The route runs along the Sea of Okhotsk coast to Utoro, then over the peninsula to Rausu.
Day 1: Falls, Lakes and Utoro
Day 1 leaves Abashiri for Oshinkoshin Falls, a short stop by the coast road. Next comes Shiretoko Five Lakes, where the first tour's default route uses the Elevated Wooden Path, about a 40-minute round trip. The day ends with drop-off at a hotel in Utoro that you book yourself.
The second tour adds Cape Puyuni or the Shiretoko Nature Center on Day 1.
Day 2: The Sea and the Pass
Day 2 opens with a Shiretoko sightseeing cruise from Utoro, with the ticket bought separately. The first tour then stops at Cape Puyuni or the Shiretoko Nature Center. Both cross Shiretoko Pass to Rausu, and the first tour's listing limits that leg to green season, when the mountain road is open.
The peninsula holds UNESCO World Natural Heritage status for its sea and land ecosystem.

When to Visit Shiretoko?
Visit in green season for the full car route with the pass and the boats, or in winter for drift ice, eagles and guided sea ice walks.
These tours read like green season products. Winter changes the day.
Green Season
Shiretoko Pass to Rausu opens only in green season, per the first tour's listing. The Aurora operator runs its Shiretoko sightseeing boat in spring, summer and autumn, and lists no Abashiri cruise in summer. That is the season when both tours run as written.
Winter and the Drift Ice
In winter JNTO lists snowshoeing in the park, frozen waterfalls, white-tailed and Steller's sea eagles and guided walks out onto the sea ice. The Abashiri drift ice cruise sails from January 20 to March 31. The Ryuhyo Monogatari train links Abashiri and Shiretoko-Shari on set dates: January 30-31, February 1-28 and March 6-7.
Train 1 leaves Abashiri at 9:50 and reaches Shiretoko-Shari at 10:41. In winter ask the operator which stops will run before you book, since the pass and the summer boats are closed.

Where to See Bears in Shiretoko?
Brown bears are most often seen from boats out of Rausu between spring and autumn, never on a winter trip.
Bears shape the rules at the lakes as much as the sightings.
Boats, Lakes and Rules
Bear-spotting cruises leave Rausu from spring to autumn. At Shiretoko Five Lakes guided tours become mandatory from May to late July, when bears are most active, which is why the first tour's route uses the Elevated Wooden Path. The wildlife night drive run by local guides searches from inside a vehicle by spotlight.
Neither car tour includes a guide, so treat bear viewing as something you add. The second tour's listing says wildlife sightings, boat operation and walking trails cannot be guaranteed.
What Costs Extra on a Shiretoko National Park Tour?
Admission and cruise tickets, meals, the night in Utoro and any time past an 8-hour day are all extra.
The listed price buys the car and driver. Everything you enter or eat is yours to pay.
Tickets, Hotel and Overtime
Both listings exclude admission tickets and the Shiretoko sightseeing cruise ticket. Meals, drinks and personal costs are extra. You book the Utoro hotel yourself.
Overtime past an 8-hour day is charged per hour, and night service from 22:00 to 07:00 carries a fee on both tours. Extra stops must be agreed in advance. The driver will not enter paid sights with you unless you buy the driver's ticket too. Send your passenger count, luggage and route at least 24 hours before the first tour starts.
How Does a Shiretoko Tour Fit an Abashiri Cruise Trip?
Sail on the Aurora in Abashiri on one day and start the Shiretoko car tour the next morning from your Abashiri hotel.
Abashiri is the natural base: the icebreaker leaves from town and both tours pick up there.
A Three-Day Plan
Day 1: land at Memanbetsu, take the airport bus and board the Aurora at Michi-no-Eki Ryuhyo Kaido Abashiri. Day 2: the car collects you in Abashiri for Oshinkoshin Falls, the lakes and Utoro. Day 3: the second day of the tour, then drop-off.
Without a car, the Ryuhyo Monogatari train runs from Abashiri to Shiretoko-Shari on its set winter dates. A spare morning in Abashiri gives the cruise a second try if the sea shuts the first sailing.

What Is the Best Guided Tour of Japan?
For eastern Hokkaido in winter a guided tour with the drift ice in the price beats a Shiretoko car service, which has no guide.
If a guide matters more than the route, look past these two.
When You Want a Guide
The Private Abashiri Drift Ice Cruise and Culture Day gives an English-speaking guide, the Aurora ticket and three museums in Abashiri, see Abashiri tours. The 4-Day Red-Crowned Cranes and Drift Ice Tour adds a driver-guide from Kushiro with the drift ice cruise in the price, compared on Hokkaido winter tours.
